Starting from the 2025/26 school year, the Hong Kong Education Bureau (EDB) has introduced a new NET Grant option for eligible aided and caput schools under the Native-speaking English Teacher (NET) Scheme.
 
This new arrangement gives schools greater flexibility in recruiting full-time NET teacher(s) and deploying English language activities to create richer English learning experiences for students.

About the New NET Grant

Previously, schools mainly participated in the traditional EDB NET Scheme by receiving an officially allocated NET teaching post. Under the new arrangement, schools can now choose either between:

 

If schools choose to receive an annual NET Grant (disbursed in two instalments, in September and April of each school year) to recruit at least one full-time NET directly or through agencies/service providers, they may flexibly deploy any remaining funds according to school needs.

NET Qualification

To ensure your school successfully secures EDB NET Grant funding for your English teaching positions, recruited candidates must satisfy all language, academic, and professional training benchmarks stipulated by the EDB.

Eligibility: 

  • Native-speaker status or certified native-speaker English competence.
  • Bachelor’s degree in any discipline from a Hong Kong university (or recognized equivalent).
  • Valid IELTS Academic result with an overall band score of 7.5 or above AND a speaking band score of 7.5 or above.
  • Post-graduate Diploma in Education (PGDE) OR an EDB-recognized TEFL/TESL qualification*.

 

*If a candidate does not hold a PGDE, their certificate must match one of these 4 badges:

🎯 Cambridge Diploma in Teaching English to Speakers of Other Languages (DELTA)

🎯 Trinity College London Licentiate Diploma in Teaching English to Speakers of Other Languages (DipTESOL)

🎯 Postgraduate Certificate (TEFL/TESL Major)

🎯 Other Diploma awarded by TEFL/TESL courses with 250+ Contact Hours + 20+ Hours of teaching practicum OR require candidates to have at least two years’ teaching experience

 

⚠️Alert: Purely online TEFL courses without an observed, assessed teaching practicum are not eligible for the NET Grant pool.
